Abstract
Electronic waste is one of the major problems in the modern world. Electronic waste has proliferated around the world as a result of the explosion in electronics production over the past decades due to the technological revolution, consumerism, economic growth, urbanization and the rapid development of single consumer goods applications. This leads to a reduction in product cycles. Therefore, the management of electronic waste and its proper regulation by law has become a matter of concern today. Because, it has become a matter of harm to the environment and the humans who handle it. Only by enacting appropriate penal laws can the environmental degradation created by the improper disposal of electronic waste be prevented from the community. To this end, a number of environmental laws and regulations have been enacted in India that deal directly and indirectly with e-waste. Nevertheless, such laws do not, unexpectedly, prevent electronic environmental degradation. A notable reason for electronic waste is the inability of the law to prevent violators of environmental laws. The purpose of this study article is to critically analyze environmental laws and other laws dealing with electronic waste and to understand its linear status.

மின்னணு கழிவு என்பது தற்கால உலகத்தின் முக்கிய இடர்பாடுகளில் குறிப்பிட தகுந்த ஒன்று. தொழில்நுட்ப புரட்சி, நுகர்வோரியல் வாதம், பொருளாதார வளர்ச்சி, நகரமயமாக்கல் மற்றும் ஒற்றை உபயோக பொருள்களின் பயன்பாடுகள் ஆகியவற்றின் விரைவான வளர்ச்சியின் காரணமாக கடந்த தசாப்தங்களில் மின்னணு பொருட்களின் உற்பத்தி வெடிப்பின் விளைவாக மின்னணு கழிவுகள் உலகெங்கும் பெருகி விட்டன. இது தயாரிப்பு சுழற்சிகளைக் குறைக்க வழிவகுக்கிறது. எனவே, மின்னணு கழிவுகளை நிர்வகிப்பதும் சட்டங்களின் வாயிலாக முறையாக ஒழுங்குபடுத்துவதும் இன்று கவலைக்குரிய விடயமாகிவிட்டது. ஏனெனில், இது சுற்றுச்சூழலுக்கும், அதைக் கையாளும் மனிதர்களுக்கும் தீங்கு விளைவிக்கும் விடயமாகிவிட்டது. தகுந்த தண்டனை சட்டங்களை உருவாக்குவதே, மின்னணு கழிவுகளை முறைசாரா முறையில் அகற்றுவதன் மூலம் உருவாக்கப்படும் சுற்றுசூழல் சீர்கேடுகளை சமூகத்தில் இருந்து தடுக்க இயலும். இதனை நோக்கமாக கொண்ட பல சுற்றுச்சூழல் சட்டங்களும் விதிகளும் இந்தியாவில் அமைக்கப்பட்டன, அவை மின் கழிவுகளை நேரடியாகவும் மறைமுகமாகவும் கையாளுகின்றன. ஆயினும்கூட, இத்தகைய சட்டங்கள் எதிர்பாராதவிதமாக, மின்னணு சுற்றுச்சூழல் சீரழிகளை தடுக்கவில்லை. மின்னணு கழிவுகளுக்கு குறிப்பிட தக்க காரணம், சுற்றுசூழல் தொடர்பான சட்டங்களை மீறுபவர்களைத் தடுக்க சட்டத்தினால் இயலாததே ஆகும். இந்த ஆய்வு கட்டுரை நோக்கம் சுற்றுச்சூழல் சட்டங்களையும், மின்னணு கழிவுகளை கையாளும் பிற சட்டங்களையும் விமர்சன ரீதியாக பகுப்பாய்வு செய்து அதன் நேரிய நிலையை அறிந்து கொள்வதும் ஆகும்.
